$40,000 for Mowing and Landscaping the Front Entrance? 2017-2018 Spending Report for Emerald Mountain Improvement District

Per the agreement between the Emerald Mountain Improvement District and Carrington Place Improvement District [1], Emerald Mountain is required to provide an annual report of receipts and disbursements. You can review the full report below, but some surprising receipts/expenditures include:

  1. Nearly $40,000, in 2017, to pay for landscaping, sprinklers, and contract labor. This does not include any pool related costs.

  2. $3,134 to Auto Owners Insurance on June 18, 2018.

  3. $6,894 to Shannon Hills Water between August - October 2018, which is equal to 1,669,249 gallons enough to fill the swimming pool 15 times (assuming a water (no sewer) rate of $4.13 per 1,000 gallons).

  4. $9,700 in receipts from Ozarks (I believe this is Bank of the Ozarks the current developer) to the Improvement District.

  5. $10,000 to Improvement Districts Inc on January 3, 2018 as funds to pay bill, with no indication of what bills.

  6. A total of $6,500 to Improvement Districts Inc in 2018 for management fees to pay the $10,000 in bills above.

  7. $113.32/mo. for phone service from ATT.

  8. The 2017 report was not provided until March of 2019.

  9. None of the expenses or income from Carrington Place Improvement District are included in the transparency report as required in Arkansas Law[2].
